I'm not familiar with the 660 -- but I don't know why IH would equip one with mounting brackets, and not the fast hitch itself, if it indeed was available for a 660, as I thought the mounting brackets were part of the fast hitch itself. The fast hitch attaches to the rear housing, and actually mostly pulls from the swinging drawbar pad underneath -- is that what you mean? I'm not arguing, just curious.
