After taking them apart, either sandblast the metal plates and the end of the housing that the discs work against or have a machine shop take just a little off each surface with a turning lathe. Next , clean up the tracks that the steel actuator balls work in, replace the balls and the springs and coat them (balls) lightly with grease put in new discs and re-assemble , adjust, and you should have good brakes.
