O.T. NY FARM TAX

Hi guys does anyone know what tax a person will have to pay in NY for farm or equipment needs. Where I live the tax rate is 8.25% . And I dont have a farm excempt status. Now when I buy parts from my local IH dealer he only charges me like 4% state tax. And when I buy parts from A&I in NY they only charge like 4% But I wanted something yesterday for the tractor and the auto parts dealer I went to said he has never heard of such a thing and I will have to pay 8.25%.
Can anyone shed some light on this subject?
