no oil presure...cub o/h

Just gave my cub a pull down the road with the H after an engine over-haul (been seized up, frozen and given up on by more than one owner). Started right up, sounded good, but no oil presure on gauge. Pulled the gauge, no oil behind in filter chamber. Filled up the filter and added extra to well over full. Still no pumping. I havn't dropped the pan yet. I think the suction pipe is tight and sound and know the screen is clean.

Are they sometimes difficult to get primed and started?

The job to check the pump is absolutly scary! Split required. Before I get the energy to go back at her I thought I'd check with ya-all.
