The tube indeed is the oil return pipe. It is threaded for 1/8" pipe. Get a 6" black nipple (NOT galvanized) at your favorite plumbing supply and cut to length. By length, make sure it extends past the bottom of the block but doesn't interfere with the shallow part of the pan. The only reason I can think of for it being there is so that oil can return to the sump a little more directly. When you get your block back make sure all oil passages are clear and clean. This includes the one drilled up the front main bearing cap bolt hole, main gallery, and rocker supply. I was surprised to see what came out of the block of my H after being dipped.
