When you rebuild it, take ALL the jets out. Be sure the float level is correct and not dragging on the bowl side.
Look carefully at the throttle & choke plates to see if they are properly centered and can close completely.
Have you checked valve clearances?
As others mentioned, ignition problems can act like carburetor troubles; be sure you have a strong spark at the right time & the H will start right up.
