You can put a Speedy or Redi sleeve over the shaft, twenty something dollars. If the seal is an o-ring, a machine shop will have to enlarge the hole in the housing that the shaft goes through, so that it is large enough for the sleeve. If it has a regular seal, no machining is needed. The groove in the shaft can also be filled, there are special processes for this to avoid losing temper in the shaft -- I would use the sleeve.
