The most efficient way, is to get a heater right into the water jacket. On the H and W-4 you can remove the water jacket plate on the left side of the engine, and install a small block heater coil into the plate so it sits between #2 and #3 cylinders.
I did this about 25 years ago and it still works great. Last week we hit -30. With one hour on the block heater it started like mid-summer.
