Super A and rear rim bolts

I had the IH dealer replace the rear rims with new ones awhile ago. I noticed that he used carriage bolts to attach the rims to the tractor. Is this the right way to do it or should some other type of bolt be used? It just seems to me like a lot of stress would be on the head of the carriage bolt. I don't see any markings on the head to indicate they are grade 5 or 8 so I'm further concerned that the carriage bolts might be just grade 2. What are you guys using? Pete
