Unhook all the glowplugs, and check them individually, to verify that each draws current.

I use an ammeter, fed from the battery, and verify the current draw of EACH glowplug, but even momentarily touching each terminal with a test lead, and verifying that there is a spark will give you and idea that they are all working.
