Is the small shaft or the large pipe stuck or both? 1. Try tapping on the end with a hammer, try turning the big end with a pipe wrench, or get the flame wrench out & heat things up a bit. 2. You could jack the front end up & remove the wheels to gain access to the crank area (CAUTION! Block things securely to prevent an accident when working under the front end!!) 3. Take the bolster off & turn it over so you can see what you are doing and not having to work under the tractor. It took several years to rust in place so take your time to loosen it up. Good luck.
