No fuel coming from pump.

I am trying to start my IH 504D after a rebuild. 2-3 gal.s of fuel is in the tank. The fuel has been bled through the injector pump. The fuel did not "flow" through the pump. I had to turn the engine over to get the fuel through it. I tried several times cranking it to get the fuel to the injectors. Each time I cranked until the battery went down. I disconnected an injector line from the pump and turned it over but no fuel came out. The pump is a Roosa Master. I know it takes awhile to bleed the fuel to the injectors but this seems way too long. I worked on it 2 hours. Any ideas.
