It's perfectly accurate to count ENGINE HOURS. One engine hour is one hour of time with the engine running at rated PTO speed. When the engine runs at less than PTO speed, that means the "hours" are longer than 1 hour.

Notice the tractors with electric hour meters say "operating hours" and the mechanical ones say "engine hours."
