Curt is sending you the right direction here. Making one of those lifts work is a putter job. Unbolt the top half off the manifold valve and use a file to smooth up the bottom part the best you can. It isn't easy because it is recessed down into the valve body. The flapper can be smoothed up pretty well with a file. In the control valve, you need to free things up and clean. The only thing in there that can restrict lifting is if the neoprene washer is swolen. If so, replace it. If the leather in the cylinder leaks, the only real repair is to replace the leather.
