Super M wont turn over fast enough

I just completly overhauled my super M. i also put a new battery in and new wire harness and i tried to start it and it wouldn't turn over very fast. then after a couple of revs the starter started smoking and burned up. was the starter just bad and it didn't have enough balls to start the tractor or is something else wrong. I know i need to buy a new starter, but what else could be the problem?
