Dielectric grease is neither an insulator nor a conductor. One intent of this is if you slobber some between fittings on seperate circuits, you don't wind up causing a short. I use it on any exposed electrical connection, inside and outside the fitting, to hold down corrosion. On the battery posts, the mechanical connection of the clamp will squeeze it out of the way to make your connection and the rest of the surface will be protected.
