460 giving me fits

Got an IH 460, came in broke in two at the clutch but running. Got it back into a 'tractor', replaced the clutch, everything appeared ok. Been trying for 2 days to get it running and I can not get fuel out of the pump. Got fuel to the pump without air in it no problem. Pump is working, some bubbles from the over flow tube but no fuel. Tractor wont start and am not getting fuel to the injectors. I know the pump is supposed to self belld but any ideas. I realize it could be a bad pump but it is hard to believe that the pump suddenly quit.
