Zenith Carb venturi question

I have a Zenith K-5 carburator that I just can"t seem to get to idle well. It is on a F-30 that has new rings complete reconditioned head new valves, guides, seats. Compression is great. I have the fuel level right according to my manual. have checked with a sight tube. This carb is clean and all jets are free. Tractor does not skip a beat above 1/4 throttle. Also is there a 0-ring around the bottom of the venturi as mine does not have one and the parts manual does"nt show one? The idle screw does seem to effect the speed but will not clean up the rough idle. I have had this apart more times than I would like to admit to! I have the valves set at .017 plugs at .020 and the points are at .013. Does anyone have any ideas to try?
