The best rust penetrant I have ever used has been Liquid Wrench. Though that being said there are some nuts that simply must be heated up. I have had a modest measure of extra success by heating up the nut and bolt and then selectively shooting a stream of liquid wrench (or WD40...not that I find it to be a good rust loosener but the cooling action is all I"m after here) onto the bolt in hopes that it will cool it faster than the nut and thereby increase the differential expansion and contraction between the two pieces.
