Jerry, It is a little late posting, May help some one else.
The parking brake is on the left side of the seat on the foot
rest.
I suspect what your trouble is, is water and junk in the
master brake cylinder. They both needs removed and
cleaned and flushed and new fluid installed. IH
recommends the same fluid as in the transmission. I am in
the process of doing the very same thing, except I am
going back with DOT 5, silicone fluid and see if I can cover
the reservoir so it will stay clean.
IH says to replace the complete master cylinder. I don't
know if it is still available
