First, how do you know it's not coming up to full throttle? Do you have a way to read RPMs? Do you have another Cub to compare to? Or, as I suspect, do you just THINK you're not getting full RPMs? Cubs are VERY quiet. IF it's really truly not coming up to full throttle, you probably have a bigger problem than just a simple adjustment. There is probably something worn/broken/stretched inside the governor.
