That coincides with the start of 1935 production. so any duckbill should be produced prior to 1935 (1931-1934) As IH started serial number at 501 that would mean something like 6500 duckbills produced. No for the "why" question, if you have ever been around the Regular you know that the steering gear is out in the dirt and subject to wear, IH was trying to enclose the gear to prevent wear. later they came up with a better idea, that's progress.
