Mine used to surge but after changing all the springs in the governor and getting it adjusted (still not sure it's exactly right but it's an awful lot better). On the whole it's fairly simple to do, just a little fiddly. No snow down here but I'm hoping. I'm in Dartmouth so it could be a little while though. Do you want to send me an email, I can probably help you on both the timing and the governor. I think/hope I have my email uncovered, just remove the remove. Hope this helps, SAm in NS
