The right side block is for the middle lever and there should also be a block on the left side that is controlled by the left lever.
These hydraulic valves can be set for single acting or double acting by turning a knob about a quarter turn that sticks up off the front of each valve. I'm guessing yours is probably set to single acting so it only pumps one way and your hose is hooked to the wrong side. There should be two plugs on that block. I'm assuming you are just running one hose and your loader gravities down. Good Luck, David
