That valve looks like a simple manual diverter.
If you divert too much flow to the power steering motor you probably don't have a return to the reservoir in that line so it lugs the engine down with nowhere to put the oil. There's probably smarter automatic priority valves out there that will put the oil to the steering motor on demand and allow full flow to the implement when there is no steering input.
