IH 544 3 Point Question

I can not set my 3 point lever at spot with out the lever contantly moving to the lowest postion. I also have a oil leak coming from the area of these levers. Can someone please give me some pointers, I have no service manual right now, I theorize that there must be a friction disk or something that may also act as a seal. It is very frustrating trying to grade a 1/2 mile driveway when i can not control the blade with out having to hold the lever in postion. Also is there much market for a model 70 IH 3 bttm plow. I got one with my new place and the darn thing is basically a new plow that just needs paint. I am going to be using a 4 bttm so this one has to go.
