The cover plate you mention is for moving the shifter over to reverse operation configurations like cotton picker or forklift.

I am guessing that the TA does not work and somebody removed the shift lever for it. The shifter is about two feet long and connects to several bellcranks on the left side of transmission. It sould look similar to the IPTO lever located on the other (right) side of tractor operator's position.

Go to the photo section and study comparable models. Better yet get an operator's manual.
