It sounds likeit could be a heavy float, ie hole in float gas getting in and making it to heavy and sink causing it to overflow. Then floats can stick in the bowl sometimes on the sides causing the needle to stay open and as the other person said needle and seat has something in it causing it to not shut and letting to much gas in also.
