is my turbo weak? 1066 smokes bad

it's not oil this is black, now that i look back it seems to have gradually gotten worse and it does seem to have lost some pep. i can hear the whistle but it too seems to be less. their are no exaust leaks and the air filters are new oil consumption is around 2 qts per 100 hrs. the timing is set to 18 degrees. just going down the road it leaves a visible trail. unfortunately i don't have access to a dyno unless i go to the dealer which i want to avoid. if i put a pressure gage in the intake manifold can i determine if the turbo is working properly? if so does someone have the readings i should expect. thanks for any help Jeff
