Yes you could get a SH without hydraulics. I purchased a 1953 SH at Glen Elder, Kansas that did not or had it ever had hydraulics. No belly pump or engine driven pump. The holes for the belly pump outlets were pluged with factory plugs.

It was in good shape all around with good tires. Found a series II with a WF and 3 pt so I sold it at a consignment sale and it only brought $975 mainlly because it didn't have hydraulics.
