My dad was an IH dealer when I was a kid growing up in the 1950"s. I remember those corks very well. IH put them in the unused tapped holes to keep out dirt, bugs, etc. They apparently were installed before the tractor was painted because the corks were always painted red as though they were part of the tractor.
