Farmall C govenor problems

Guys - - Up visiting my dad for the weekend in northern Michigan, and learned his C has a problem. There is something a-muck with the governor. Engine fires up and only runs at idle. Working the throttle lever, nothing happens to the engine. Working the linkage between the governor and carburator, engine revs as it should, and resistance from the governor is also felt. What's up? Anything serious? Is the governor the "bubble" casting just forward of the distributor on the front of the engine? Can it be pulled without removing the radiator & cowling? Only going to be here till Sunday morning and hope to have it resolved prior to leaving. Fall colors in north-eastern Michigan are great right now, by the way. Thanx for your help ! !
