Ibby, The fuel shut off control is controlled by that choke like cable that runs up to the cab. The apparatus on the RM pump should be turned to the right or clockwise for starting/running. All the way to the left is for shutting off the fuel inside the pump thus killing the engine. There should be stops on the apparatus which are set correctly during a pump rebuild. Make sure of the glow plugs first, then make sure you are getting a good solid spurt of fuel without bubbles of air out of each of the lines to the injectors as you are purging the air out of the system. If you are getting dark black smoke out of the exhaust as it is trying to fire, I'd say you still have air in the system. Most diesel shops would be able to rebuild your pump but it most likely will cost you several Ben Franklins. Good luck with it.
