b farmall governor revisted

Ok I know that this item has been discussed ample, yet please forgive me. My B farmall governor broke on the inside where it mounts on the motor. I bought a used one, yet when I used it when I rev the engine with the throttle the governor will not slow the rpms down and it runs wide open. I can manually push the linkage from the carb forward and it revs it down where it should be. When I use the throttle again it does the same thing over. What should I look for to fix this problem?
