If you ordered IH seals, or your supplier crossed them properly they are correct. Case-IH still has the felt, you need that too. I'm confused about the steel back. Yours has to have it, but it may be on only one, not both sides -- that's ok. Install the seal with the lip facing the oil flow (in towards the tractor). Before you do that install a new felt in the end cap. It will be held by the metal back of the seal.
