International 484 parking brake question

Hello, I have a 484 diesel with the hand brake. It did work when I first got the tractor, but stopped working about the time the brakes got air in them because the fluid level got too low due to a leak I had. I know how to bleed the main brakes, but I don't know how to get the parking brake working again. Also, why is it that every time somebody pushes on the brakes when the tractor isn't running, the brakes go out and need to be bleed again?.
