I agree with the too fast idle suggestion. If the engine is idling too fast before you adjust the idle screw it will not work right. The reason is that the idle screw on these old carbs adjusts the amount of air let in during idle, not the amount of gasoline. Therefore, screwing the idle screw in makes the engine idle richer and out leaner, so if the engine is running too fast it cannot let in enough air and it is probably running with the main carb jets.
