steering box problem IH 354

The thrust bearings in my steering gear have lost the rollers and I want to replace them. I have the box off the tractor but can't get the steering arm off the shaft. I've cut a "U" shape in a piece of 3" x 1/4" angle, placed it under the arm and around the shaft and beat the dickens out of it but it won't budge. Who here has done that and has a solution? I'm soaking it in gasoline/transmission oil mix now. If that doesn't work I'm guessing heat is the next thing to try. Do I heat the arm or the shaft? Any sugestions welcome. Thanks, Gene
