the screen comes out with the filter the mcv is next .
another thought is have him make sure the o ring was changed with the filter (seals the cap) if the square o ring is twisted in the housing it will suck air and cavitate the pump and he will have to be reved up to suck oil . had a tractor in with those symtoms owner had changed filter couple times but didnt do the oring had us put a new pump in and when we got the mcv housing out you could see the oring all twisted up not sealing
