So you are saying that it makes no difference whether the clutch pedal is down or up? If that is the case, more than likely the clutch disc has become rusted to the flywheel. Try driving the tractor with the clutch pedal down, and try to make the tractor stop by using the brakes. This will usually work, may take several tries. If that doesn't work, the clutch may be replaced without splitting the tractor, but we can get into that later.
