Hi Doug, I've never had this carb, but it sounds like your float may be set too high or may have a pin hole in it causing it to sink. The float valve could be sticking and isn't shutting off the fuel causing the engine to run rich. An IH dealer probably has a shop manual covering this tractor. They will give a copy of the rebuild procedure on that carb. Try this toll free number 1-800-732-0017 and have them fax it to you or mail it. You will probably need a carb kit anyway. Good Luck, Hal
