IH 3414 shuttle shift

I looked at a IH 3414 Industrial loader tractor it looked good ran good. It has machanical shuttle shift. They had a shop put in all new gears in the shuttle shift and it sticks in forward. The shop that did the work says it needs to be ran and it will loosen up. It shifts easy in and out of reverse and into forward but somtimes it is very hard to get out of forward. Has anyone seen this?
