Remove the starter from the tractor and bench test it to see if it woks correctly. The solenoid is mounted on the starter I assume. Many types of starters out there but basically the solenoid kicks the starter gear out to engage the ring gear. Electrical contacts are made at the end of the solenoid stroke to start the starting motor. Releasing the starter button the solenoid is spring return pulling the gear out of mesh with the ring gear. Electrical contacts break very soon after the drive gear begins to retract. If it work on the bench it's probabl;y binding on the tractor. Make sure it is not cocked on the mounting flange. If there is heavy burr on the ring gear teeth this can cause a bind.
