Farmall A Governer

My Farmall A won't Idle. I looked in the manual and it showed that if the surge bumper was in too far, it would not idle. I thought the Idling problem was due to the carb, but no matter how I adjust it, it does not want to idle, it just shuts itself off. I was wondering if it could also be the adjustment screw on top, because it doesn't open up the throttle like it should when I go up a hill. It seems like it should at least open up to give me more power without manually giving it more throttle.

Any ideas would be greatly appreciated.
