IH 2404 Industrial Disc Brakes

I just purchaced a 1961 (?) 2404 IH with a front end loader. I'm in the process of fixing all those "little" things that are wrong when you buy an old tractor. It has disc brakes with 2 discs on each brake shaft. They are worn were the "bars" in the discs are bearly visable. I cleaned every thing up and adjusted them up so I had pedal (with the help of a few shims), but I still can only get a small hint of brakes. Does anyone know how thick a new disc is?? It seems like that is the problem, but my experiance has always been that if you have any lining, and can get pedal, you should have some brakes.
