Jerry, in addition to the other comments you've been given, check the motor oil. If it's high and the hydraulics are low the seal on the pump is probably leaking into the engine. The early touch controls used non detergent oil, but later ones used HYTRAN,don't know if the universal is compatible, but I've seen comments not to use it in cubs. Can you hear the pump running? There have been occasions of the keeper coming off the shaft of the pump allowing the nut to unscrew and the gear to come off. As has been stated, a cub does power in both directions, and will not go down without pressure. You can find cub manuals to view on line at the link beolow
