governor on H

I know the spring in the governor should have no tension when the speed control lever is forward in the idle position. Should it start to have some tension as soon as the lever is moved back a couple of notches? I would think so, but mine has to be moved back about a third of the way to tighten the spring. So I think the governor is not starting to function at low speeds. Thank you for your thoughts and experience! I don"t answer many posts because of my ignorance, but I do enjoy reading posts every day.
