M throttle adjustment

Hi all--
I"ve got a pto generator hooked up to my 51 M. I need to know if there is a fine adjustment to the throttle speed on the M. I think it would be moving those two nuts under the hood that the throttle linkage/governor linkage is hooked to which also has a spring between those two nuts. Is this the way to get a finer adjustment of the engine speed? IH built those throttle handles with those notches and it seems that one notch is too low of a speed for the generator and the other is too fast!!!

So, is this adjustment under the hood the way to go, and if so, what"s the procedure?
