crb rebuild uneven throttle

I have just rebuilt my carb. on my '43 H,IT idles fine but under increased throttle it wants to rev up and down (I have checked the gov's parts and they are movingf freely- but i don't know how the tension is supposed to be?)it ran fine prior to the rebuild, but was leaking from the gaskets. I have set to the pre-set levels for the needle and idle stop. ant help woud be appretiated!! thank's in advance curt
