That's the starting device, when there's no oil pressure it lets the pump put out more fuel and when it gets oil pressure it holds the block for full load. Make sure you drain the antifreeze in the block before removing the injectors, sometimes the sleeve will come out with the injector and then you get antifreeze in the motor.
